GRAND ISLE MEETING WITH
REPRESENTATIVES FROM GL HOMES AND LENNAR HOMES

The meeting took place at 6:40 PM on Wednesday, April 3, 2002.
Nanette Plescia addressed the members present with regard to the GL Homes land acquisition from Atlantic Gulf and informed those present that GL Homes did not purchase Atlantic Gulf or responsibility for Atlantic Gulf representations.
Security/Burglary
Bob Caudle addressed the members present regarding Grand Isle’s list of issues.  Safety is first concern as there is unlimited, unmonitored daytime access.  At this point it is up to the homeowners to chase people away.  Currently, burglaries have ceased, but there have been many thefts/burglaries.
Nanette Plescia responded that she is aware of the importance of security.  This is a sensitive issue.  However the Association is not meant or able to police the issue effectively.  The documents must be enforced as originally planned.  In new construction communities, it is common for the gates to be open during the weekdays.
Marlene Schrager added that all homeowners were informed that this would be the case and all signed documents signifying their understanding of this situation until buildout.
Sheldon Johnson was told his appliances would not be brought in before necessary due to construction theft.  The homeowners present requested that builders give their subcontractors better direction to stay out of non-construction areas.  Keep them out of people’s homes and areas where there is no construction going on.
Nanette Plescia responded that this issue is very difficult for the Association to enforce with other builders.  The homeowners’ best recourse is to file police reports immediately upon witness of trespassing.  This is a criminal offense.  Once the police have been informed, change happens quickly and the homeowners have greater power over this than the Association to report.
Nanette asked the members present for other suggestions they might have for solving this problem.  The members suggested that the construction supervisors should police this issue and requested support from the Association in requiring the builders to do so.  It would be helpful if the Association would allow Miami Management to assist in this effort by being more proactive with enforcement of this.  Nanette stated that the Association does police sites, but really has no enforcement powers.
Marlene Schrager stated that she would make sure these issues are brought up in the subcontractors’ weekly meetings.
Nanette stated that she would be willing to do a test in Grand Isle by sending letters to all homeowners encouraging them to file police reports for trespassing and would also be willing for the Association to send letters to the other builders, as well.
Guard Service
Bob Caudle addressed the Association representative with request for guard service or another solution such as “swing” [barrier] arms with relay video cameras for Grand Isle.  The homeowners would like some way of capturing evidence to stop the unauthorized access into the community.  He stated that none of the 27 burglaries that have happened have occurred in guarded communities.
Peter Maynard stated that unguarded communities are targets for theft.
Nanette Plescia acknowledged the members’ plea.  The current status of guards in the community is exactly as outlined in the original agreement.  GL has a conflict as the homeowners were represented with exactly what they received as per the documents, yet they recognize the problem due to the request.  The question to be dealt with at this point is how to resolve the issue, how to add guards in communities where they were never planned.  Nanette stated that GL might consider restructuring.  The Association might consider putting Grand Isle on a separate system in order to give everyone what they want.
Peter Maynard suggested that a roving guard might be the solution.
Nanette observed that the members are seeking this service at the Association’s expense and stated that she could give no different answer than she had in last week’s meeting regarding this issue, but they do now plan to readdress this issue in about 30 days.
Sheldon Johnson wanted to know why he and other homeowners need to pay the same as other homeowners who benefit from the guard at the Isles.
Nanette responded that the current status is as was originally disclosed in the documents at time of purchase, that that half of the community would have a guard.  All the homeowners will benefit from the guard at the Isles because this is the area where the two parks will be completed and GL is currently significantly subsidizing the use of that guard.  She cannot consent to adding guards, but is open to other options.
Bob Caudle reiterated the idea of “swing” [barrier} arms and video cameras.  There have been 5 or 6 pool pumps / heaters stolen.  Out of 120 homes, this number is significant.  The community Crimewatch program hopefully will help.
Nanette responded that the point is valid and recognizes the need to do something.
Marlene Schrager stated that in order to add something contrary to what was disclosed in the documents, approval of the homeowners would be needed.  Although the builder currently has control, it would be best to test the temper of the community to get an indication of whether a majority of homeowners would desire this.
The members present discussed structure of payment of the guards.  It was noted that the rate being paid is a good one.
The members present discussed the idea of making a change within the community that would be of benefit to some but not all homeowners.  The members pointed out that everyone would benefit from having more of the community guarded.  Nanette again stated that the Association will re address this situation, looking for solutions.  She also suggested that homeowners seek feedback from the Community Crimewatch Representative, Chris Saunders.  She stated that the majority of thefts had nothing to do with subcontractors. The only subcontractor-related thefts were appliances were of appliances, which hurts the builders rather than homeowners.  While there is a need to be proactive about subcontractors’ comings and goings within the community, theft at this point has little to do with this element.
Alarms:
The members present discussed the alarm service interface for homes.  The cables are placed on the exterior of homes and are unprotected.  Alarms are disabled if the wires are cut.
The homeowners would like the Association to provide a price break for connectivity or to assist all homeowners with arranging to relocate the connections to the inside in bulk.
Nanette stated that this is a builder issue, not a burden or expense of the Association or an issue that the Association is responsible for assisting individual homeowners to solve.
Marlene Schrager pointed out that the installation is not faulty or defective.  There are other ways of installing the systems so that connectivity is less accessible.  Lennar would probably say that this is an individual homeowner expense.  What was installed was according to plans and codes.  If homeowners now wish to modify, this is their choice and their expense to bear.
Kennedy Soo Hong asked if homeowners were informed that smoke detectors are not monitored through the alarm system.  Marlene Schrager will check with the orientation representatives for new homes, but does not believe that homeowners are told that smoke detectors are monitored.  Nanette asked if homeowners were told that smoke detectors would be monitored. John Strowbridge pointed out that smoke detectors are a code requirement, whose location is specified on the building plans.  Mr. Soo Hong observed that he is receiving less service for the same money that he paid when living in New York.
The members discussed homeowners’ overall satisfaction with Adelphia.  The manager listed a small number of issues that were problematic and are now being address, such as discrepancies in the database, the appointment of Sunset Lakes’ own Customer Service Representative, Karen Rodriguez, a newly segregated phone number and an activation line.
The members present requested assistance from the Association in getting Adelphia to inform homeowners of the services that are available to Sunset Lakes Residents. 
Connie will address the specific situation with Lot 34, whose owner accidentally set off their own alarm, called in to report it, but did not have police dispatched in response.  They wound up cutting the cables for their own system just to shut it off and now have to have it repaired at their expense.
The members requested that the builders use their influence to get assistance with Adelphia.  Representatives of GL noted that they have little influence with the company.
Marlene will find out who the alarm service installation contractor is for Lennar.
Peter Maynard stated he had been trying to get an instruction book for his alarm for 10 months and it has yet to be sent.
The members present discussed the issue of adding speed humps in the community.  Speeding is a problem.  John Strowbridge addressed this issue, stating that GL lowers the speed limits inside the parcels and enforces the limit.  The problem lies with the physical improvement – the City of Miramar does not allow speed bumps.  GL has petitioned for them.  IT is not a monetary issue; they want to do it, but were told no by the City.  The only modification that the City will accept is redirection of the roadway, which will not address the speeding problem.  GL is not able to make any progress with this issue at present.
Sheldon Johnson stated that as a voting block of people, the homeowners in the community would probably have greater luck in swaying the city’s direction on this issue.
The members present discussed the relocation/installation of a no solicitation sign.  The police state that after people have been warned once about no soliciting, they may be arrested if caught doing it again.  Homeowners should send the information / literature they leave behind to the city so that this can be enforced.
The members present discussed the possibility of getting resident’s stickers for cars.  Nanette stated that this can be a liability because a car then identifies a residence and can leave homeowners open to theft.  GL is not opposed to this idea, but feels that the members should be aware of the potential danger.  The members stated that they had not realized this potential.
Connie will get prices for the community stickers/passes and will do a survey in the community to gauge interest in this idea.  Perhaps just a logoed sticker, rather than a name.
The members present discussed the installation of a bollard at the entrance sidewalk to restrict vehicular traffic.  This is a builder issue.
The members present discussed the construction of the gate and system at the entrance.  Lennar constructed the gates with something other than what was originally planned. The entire configuration of the entrance is completely different than original design plan.  John approached the City with regard to the plans but has been unable to get a copy of them thus far.
Marlene Schrager will look into getting a copy of the plans.  When Nanette spoke with Greg Blair last week, he was confident that this issue had been resolved, but this is not the information that GL has currently.
To recap, Nanette stated that within the next 30 days, the Association would readdress the issue of concrete bollard installation at the sidewalk entrance, the plans for the gate, and the alarms.
Nanette thanked the members present for their professionalism and informed them that the following renovations are planned for the clubhouse:
Increase in the size of the weight training facility
Relocation of the aerobics center to the welcome center and administrative offices. 
Possibly a billiards area setup in the old administrative office
The only issue is the timing of the renovations due to summer’s approach and camps, etc.  The renovations may have to be done in the fall.
The members present requested that a no outlet sing be placed on 194th cul-de-sac.
John will add the sign, which will take approximately 6 weeks to deliver, as it is a custom post.
There being no further business to discuss, the meeting was adjourned at 8:00 PM.
